What date do you think should be set as the deadline for the buyer to give notice that <br />the water will be taken that year? <br /> <br />Dates given, with comments, if any were made: <br /> <br />5/1 or earlier; must make plans for other supply if there will be shortage of water <br />that year. <br />Set in each contract on individual basis; date will vary depending on crop (hay <br />farmer doesn't plant every year but corn farmer must know before planting whether he'll <br />have water). <br />4/15; "row crop planted" <br />8/1; farmer will know what water may be needed. <br />1/1; to give farmer enough notice to plan crops for the year. <br />11/1 previous year, or earlier; unless contracts very generous, full-time farmer <br />can't afford to prepare land for next year's crops if no crop will be grown. Date less <br />critical for "hobby" farmers. <br />April; so farmer can make decisions for the season. <br />4/1 <br />8/15; so farmers can plan for following season. <br />January; city should take all risk of purchasing water for year even though water <br />year may improve as it did this year [1995]. <br />No set date. <br />When quota set. <br />End of March; farmers need as much advance notice as possible and cities should <br />have good idea by then if they'll need more water. <br />Jan ... anytime; price must reflect labor and supply investment by farmers <br />March; might be too early, but from agricultural standpoint it can't be later. <br />4/1, or higher price for later exercise (after planting commitments are made) <br />February; farmer needs to know what water delivery will be for crop planning. <br />3/1; gives farmer time to plan for the year. <br />4/1; can see if year will be dry or wet and adjust crop patterns by then. <br />Day after C-BT quota announced; so users know how many acre feet available <br />that year. <br />4/30; quota set by then. <br /> <br />A-8 <br />
