<br />.1 <br />'I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SECTION III - COLORADO WATER CONSERVATION ACT OF 1991 <br />3.1 House Bill 91-1154 <br />The Water Conservation Act of 1991, House Bill 91-1154, requires all water districts implement a <br />water conservation plan with the State of Colorado by June of 1996. In view of the increasing <br />competition and demand for water in the State of Colorado, it is necessary to enhance the efficiency <br />of water use for the future. This bill mandates nine water saving measures. Any water conservation <br />plan submitted to the State must address all nine measures. These measures are: <br /> <br />. Water efficient fixtures <br />. Low water-use landscapes and efficient irrigation <br />. Water-efficient industrial and commercial water-using processes <br />. Water reuse systems, both potable and non potable <br />. Distribution system leak repair <br />. Dissemination of information regarding water use efficiency measures <br />.Education <br />.Water use audits <br />.Water saving demonstrations <br />. Water rate structures designed to encourage water use efficiency in a fiscally responsible <br />manner <br />. Regulatory measures <br />. Incentives to implement water use efficiency techniques <br /> <br />3.2 Water Conservation Planning Committee <br />The Willows Water District Planning Committee consists of the following: <br /> <br />. District Manager - Mr. Khanh T. Le, PE, Willows Water District <br />. Assistant Manager of Administration and Accounting - Mrs. Deborrah G. Potter, Willows <br />- Water District <br />. Assistant Manager of Operations and Maintenance - Mr. David A. Irish, Willows Water <br />District <br />. Consulting Engineer - Mr. Paul Goldfain, P.E., Meurer & Associates <br /> <br />3.3 Public Involvement <br />Willows Water District recognizes that input from the citizens within the District is an important part <br />of the development ofa Conservation Plan. The Plan was open for a 60 day public comment period <br />from March 15 - May 15,1996. A public meeting was held on May 15, 1996. The plan is available <br />at the Willows Water District business office at 6970 South Holly Circle, Suite #200, Englewood, <br />Colorado. <br /> <br />4 <br />
