<br />. -I <br />\ <br />I <br />I <br />! <br />I <br /> <br />F) COMMERCIAL AND GOVERNMENTAL USE - Provide a program for <br />commercial and governmental entities in the near future to increase the efficiency of <br />water use outdoors and promote the best available conservation technology for sanitary <br />and process use. Currently, there is no industrial use within the City's service area. <br /> <br />G) WATER EFFICIENT FIXTURES - Enforcement of low-flow plumbing fixtures in all <br />new construction and remodels will continue per existing laws and codes. The City will <br />also promote change-out of older, higher-flow plumbing fixtures by putting out <br />information as public awareness and through contact of the building department with <br />property owners. Information sheets will be available in the water office and building <br />department. <br /> <br />H) REGULATORY MEASURES - Existing codes provide regulations against water <br />waste such as untended irrigation and failure to repair leaks. Excerpts of some of these <br />sections are included in Appendix A. Updating the City's ordinances on water by adding <br />water conserving items will be considered in 1997 and/or 1998. <br /> <br />I) WATER RATE STRUCTURES - A consideration of new water rates structured to <br />encourage water use efficiency will be made when the City changes rates. The City <br />reviews its water rates periodically and the next evaluation will be in the fall of 1996. <br />During these evaluations, the City looks at aU the available alternatives. Inverted rates <br />may be used to provide low water users an incentive while charging a higher rate to <br />large water users who put the highest demands onto the water system. The City's <br />philosophy has been to maintain a level usage rate due to the support of commercial <br />uses serving the tourist industry and the support of residential irrigation to maintain their <br />properties. Inclining rates may be looked at as tighter water conservation is warranted in <br />the next ten years. <br /> <br />J) WATER RE-USE - Water supplies are unavailable to the City for re-use as the <br />wastewater is under the authority of the Cortez Sanitation District. <br /> <br />K) INCENTIVES FOR WATER CONSERVATION - The value of reducing water use <br />by offering rebates on fixtures is not off-set by cost of water supply.
