Both water conservation programs, and water conservation measures, have <br />their own degree of flexibility. A negative evaluation indicates those measures that do not have <br />much flexibility in how they are implemented. <br /> <br />Environmental Impact. All of the measures cited provide positive environmental <br />impacts by reducing water use, reduced energy costs, and in the case of internal plumbing- <br />related measures, decreased wastewater flows. <br /> <br />Regulatory Approach. This criteria evaluates the impact of voluntary and mandatory <br />measures on Highlands Ranch's residents.
