Long-term impact includes water,
wastewater, energy, and labor savings. Most of the measures are thought to have certain long-
term benefits, and that is why they were included in this study.

Equity to All Customers. Not all measures apply to all customers, and therefore, some
may receive a negative mark on this basis.

Impact on Lifestyles. While certain measures may save water and money, they may
also have an impact on lifestyles. This criteria evaluates impacts such as lawns that require
significantly less maintenance as positive to the consumer.

Acceptance of Measures. Some measures will be more readily accepted by Highlands
Ranch residents while others may not. This evaluation criteria helps to identify how hard or.
easy a measure will be to implement due to its acceptance.

Impact on Peak Demand. Based on lowering peak demand, the conservation measures
with the largest exterior savings receive a positive rating. The impact on peak demand is
significant in that it also impacts the need for future facilities.

Impact on Existing Water Users. This criteria helps indicate whether or not the
conservation burden is borne by existing customers.

Example Set by the District. This criteria points out the measures the District has
utilized providing an example to consumers.

Reduce Chemical and Energy Costs. This criteria indicates whether water reduction
also results in chemical reductions, such as lawn weed and feed products, and energy use
reductions, such as reduced hot water heating bills for the customer. In some instances, the
dollar savings from these reductions can be greater than the dollar savings from water reductions
alone.

Impact on Wastewater Reduction. Measures aimed at reducing interior water use,
thus, wastewater flows are given a positive score for this criteria.

Implementability. Some measures can be implemented and continued with minimal
effort. Others may require additional staff, contractors, supplies, etc. Whether the measures
are easy or hard for the District to implement is evaluated by this criteria.

Reliability. Reliability of measures is extremely important in that it impacts the long-
term water conservation savings. Some measures will save a great deal if implemented
correctly, but their reliability is suspect. An example is landscaping, where savings potential
is unreliable because this is a voluntary measure, and it is difficult to predict how many people
will participate and continue their participation.

21..6657
