.J
1
I
I
I
I
I
I
I

I
I
I
I
j
-)
I

7-2

· Downsizing of future water and wastewater facilities due to diminished
peak: demands or ultimate long term demands.

The costs of a conservation program can include:

· The implementation of conservation measures and public education.

· Loss of water rate revenues, and in some cases, wastewater rate revenues,
due to diminished water demands.

In this section these issues are addressed from the perspective of the customer and the
District. In addition, this section considers both the quantitative and qualitative evaluation
criteria applied to the selected conservation measures.

Quantitative Evaluation

Quantitative evaluation criteria include projected water and wastewater savings, dollar
savings and costs for each measure. Table 7-1 depicts the results of this evaluation.

On the table,. residential measures are evaluated on a per household basis while
commercial/municipal measures are evaluated on a single family equivalent (SFE) tap basis.
The commercial and municipal sectors are merged for this analysis because those sectors
represent a small portion of overall demand and, on average, represent a very low number of
new taps annually. However, one major commercial project, such as a large hotel complex,
could erase these assumptions and provide for additional water savings.

Water Savings. To estimate the level of water savings for the customer and the
District, per-capita or per-dwelling water savings from conservation are based on

· PUblished research data;. ..

· . Calculated savings from particular measures,

· Data from similar conservation measures previously implemented in other
communities, and

· Assistance from individuals knowledgeable in water use specific to
Highlands Ranch.

21-6657
