These detenninants can best be accounted
for through well-kept water use records.

In the case of Highlands Ranch, water use by customer class can be accurately tracked
through the District's water billing software. The District has begun to develop an improved
user database and, over time, the District can establish a detailed database that will further
improve water use projections and their accuracy. This can be accomplished by developing a
water use model based on past uses and future development trends. Thus, if a particular
residential sector is growing at a faster rate than other sectors, demand factors correlating to that
sector would be used in lieu of more generalized SFE averages currently applied.

Likewise, the District can utilize pilot studies while phasing in conservation measures.
These studies will provide real-time, site-specific infonnation for analysis of future demand as
affected by conservation. The metering and billing system will allow the District to compare
similar residential customers, with and without conservation improvements, thus providing
important infonnation on the potential for additional conservation.

,

21-6657
