These detenninants can best be accounted <br />for through well-kept water use records. <br /> <br />In the case of Highlands Ranch, water use by customer class can be accurately tracked <br />through the District's water billing software. The District has begun to develop an improved <br />user database and, over time, the District can establish a detailed database that will further <br />improve water use projections and their accuracy. This can be accomplished by developing a <br />water use model based on past uses and future development trends. Thus, if a particular <br />residential sector is growing at a faster rate than other sectors, demand factors correlating to that <br />sector would be used in lieu of more generalized SFE averages currently applied. <br /> <br />Likewise, the District can utilize pilot studies while phasing in conservation measures. <br />These studies will provide real-time, site-specific infonnation for analysis of future demand as <br />affected by conservation. The metering and billing system will allow the District to compare <br />similar residential customers, with and without conservation improvements, thus providing <br />important infonnation on the potential for additional conservation. <br /> <br />, <br /> <br />21-6657 <br />
