East Cherry Creek Valley Water & Sanitation District
Water Conservation Plan

Section 1
Background

1.1 General

The East Cherry Creek Valley Water and Sanitation District (ECCV) is a quasi-municipal
corporation and a political subdivision of the State of Colorado. The District was created
pursuant to Article 1 of Title 32, C.R.S., for the purpose of providing a complete water supply
system, complete sanitary sewer system and a regional storm drainage system for the inhabitants
of the District. The order of the District Court in and for Arapahoe County creating the District
was entered on June 2, 1962.

1.2 Description

The District encompasses approximately 8,800 acres located in an unincorporated portion of
Arapahoe County, approximately 11 miles southeast of downtown Denver, Colorado, and
immediately south of the City of Aurora, Colorado.

The number of single family equivalent connections within East Cherry Creek Valley Water and
Sanitation District has increased by 234% over the past decade. At the end of 1995, 7253 single
family equivalents were on line of which 6848 were single family residences. This represents a
population of approximately 22,000 people. If the ECCV service area remains the same, it is
expected that approximately 25,900 SFE will require service. Based on present growth
projections, buildout will occur before the year 2020.

I
