<br />East Cherry Creek Valley Water & Sanitation District <br />Water Conservation Plan <br /> <br />Section 4 <br />Water Conservation Planning <br /> <br />4.1 Future Conservation Measures <br /> <br />ECCV has encouraged water conservation through its rate structure. Absent absolute controls, <br />rate structures are the most effective mechanism to encourage water conservation. However, there <br />are many other potential measures to utilize to encourage water conservation that have been <br />considered by the District, and are included in this water conservation plan. The goal of this plan <br />is to realistically reduce water consumption in the District through voluntary mechanisms. <br /> <br />As a water and sanitation district, ECCV is at a disadvantage in enforcing conservation measures. <br />Unlike a city with planning and police powers, ECCV must rely on encouragement rather than <br />force to control water consumption. While the lack of enforcement powers might be considered <br />a limiting factor, this actually reflects the Board's philosophy with respect to establishing and <br />attaining water conservation goals. <br /> <br />The following is a list of conservation measures that will be pursued in both the long range and <br />annual conservation work plans. <br /> <br />. <br /> <br />7 <br />
