<br />.. <br /> <br />RESOLUTION 92-63 <br />OF THE COUNCIL OF THE CITY OF FORT COLLINS <br />ADOPTING A WATER DEMAND MANAGEMENT POLICY <br /> <br />WHEREAS, the Council of the City of Fort Collins has previously determined <br />that it is in the best interest of the City that a Water Demand Management <br />Committee review the current policies and practices of the City regarding water <br />demand management and to make recommendations regarding any suggested changes; <br />and <br /> <br />WHEREAS, the Council created said committee with Resolution 90-24, dated <br />February 20, 1990; and ' <br /> <br />WHEREAS, the Water Demand Management Committee, after extensive review and <br />discussion, has made a recommendation to augment the water supply policy, created <br />by Resolution 88-205, dated December 20, 1988, with the adoption of this water <br />demand management policy; and <br /> <br />WHEREAS, the proper use of the resource of water is essential in <br />maintaining the ~ublic health, safety and welfare; and <br /> <br />WHEREAS, the City of Fort Collins has historically placed primary emphasis <br />on water supply and has previously adopted a policy to maintain a supply <br />sufficient to meet the demand during al in 50 year type drought; and <br /> <br />WHEREAS, water is a limited and vital resource which must be. used <br />efficiently and wisely; and ' <br /> <br />, <br />WHEREAS, water conservation should be an integral part of a long-term water <br />supply and demand management program; and <br /> <br />WHEREAS, the implementation of additional conservation practices will <br />benefit the City of Fort Collins by helping to assure continued reliable short <br />and long term supplies of high quality, reasonably-priced water. <br /> <br />NOW, TttERfFORC, BE IT RCSOL-vro BY THE COUNCIL OF THE-aTY OF FORT COLLINS d_ <br />as follows: <br /> <br />Section 1. That the following water demand management policies be adopted: <br /> <br />1. Pro.iect a water conservation "ethic". The City should initiate and <br />intensify activities that demonstrate a commitment to the efficient <br />and wise use of water. <br /> <br />2. Public education. 'The community's awareness of the importance of <br />using water efficiently should be reinforced and strengthened. <br /> <br />3. Defer water treatment plant eXDansion. Deferring expansion of the <br />water treatment plant--without jeopardizing future needs--should be <br />a goal of water demand.management., ' <br /> <br />4. Permittinq comDliance. Water use efficiency within the city should <br />be improved in order to ensure compliance with anticipated federal <br />
