However, there are <br />currently no landscape requirements or guidelines related to water conservation within the <br />City's planning review process. The Land Development Guidance System makes no <br />mention of water conservation. <br /> <br />If the decision is made to consider this strategy, there are a number of good resources and <br />landscape guideline examples available. <br /> <br />11. Develop minimum standards for landscape irrigation systems associated with landscape <br />desi!rns that the Plannin!r Department reviews. <br /> <br />The Planning Department presently has, and utilizes, the authority to request that a <br />particular landscape design have an associated" irrigation design, in order to assure its <br />"survival. However, they do not make any qualitative assessment of the irrigation system <br />whatsoever. <br /> <br />As with the case of landscape guidelines, there are many helpful resources and examples <br />available for developing irrigation guidelines. <br /> <br />12. Actively publicize voluntary lawn watering restrictions in the form of (a) a time-of-day <br />rest.-iction, or (b) an every-third-day restriction. <br /> <br />The City currently has two ordinances related to lawn watering restrictions. The first <br />ordinance states that "except in the case of a programmed automatic sprinkler system, city <br />water shall not be used for watering any yard or vegetation between the hours of 12:00 <br />midnight and 4:00 a.m." <br /> <br />A second ordinance states that "upon recommendation of the Water Board, the use of city <br />water for sprinkling purposes may be further restricted or prohibited by order of the City <br />Council. The sprinkling restrictions or prohibitions prescribed shall be effective upon <br /> <br />10 <br />
