(As a point of comparison to lawn
watering, this volume of water is equivalent to a 2.4" application of water to the
average-sized lawn in Fort Collins.)

. Several cines, including Denver, Tucson, and Glendale, Arizona"have rebate programs
for U.L.F. toilets. These rebates vary from $60 to $80. U.L.F. toilets vary greatly in
price, as with conventional toilets. On the lower end, they can be purchased for $70
to $80, about $10 more than a comparable conventional toilet. These models look no
different, externally, than their conventional counterparts, and several have received
very high performance ratings. On the other end, for those status-conscious people
who want to make a "statement" with their toilet, sleek-looking designer versions are
available for a mere $600.

4. Bring about more water-conserving residential landscaping by (a) limiting the
percentage of lawn that can be planted to Kentucky bluegrass, or (b) offering a rebate
for approved xeriscape measures.

Mesa, Arizona and Marin County, California, among other cities and districts, offer
'rebates for approved xeriscape measures. To qualify for the rebate, a minimum
percentage of the landscape is typically required to be covered with a non-living
material. (In some cases, a maximum percentage is also stated to avoid an
unappealing excessive amount.) There can also be a stipulation about a minimum
percentage of the landscaping plants being on a list of low water-requiring plants. In
Mesa, the rebate is for 25 % of the plant investment fee. A field audit is performed
to verify compliance.

The City of Aurora has a limitation on_the...amQunLoflandscaping-that-ean-be-planted-, '
to K. bluegrass turf. For example, the limit is 3200 square feet of bluegrass for a 6000
square foot lot, and for a 9000 square foot lot the limit is 3&00 square feet. An
exemption is available iflower water-requi.,;.ng grass is used, including tall fescue. This
is regulated through a process that requires the homeowner to submit a landscape plan
with the intended turfgrass area shown, in order to obtain a lawn permit.

'Multiple categories of rebates could be established for increasing degrees of xeriscape
implementation. Conversion of existing landscapes could qualify, as well as
landscaping for new homes. One issue to resolve would be if existing xeriscapes
qualify .

7
