City Organization
The City of Fort Lupton has a relatively small organizational structure. The
Utility Billings, Public Works, and Water Operations Departments will all need to be
educated on the contents of this plan and on information it can disseminate to the
general public as questions arise. The Fort Lupton City Council and the Fort Lupton
Water and Sewer Advisory Committee will also act as important links in educating
the general public.

B. Establishing Citizen Participation
With metered rates going into effect in January 1997 and quarterly notices
informing water customers of high nitrate levels in the current drinking water supply,
the community has a considerable interest in water-related issues in Fort Lupton.
Public meetings have been held to address the upcoming changes in the water supply,
as well as water rates, and additional meetings will be held during the 1996 calendar
year. The Fort Lupton Water and Sewer Advisory Committee also holds monthly
meetings that are open to the public. These meetings are important forums to
discuss water-related issues in Fort Lupton.

C. Conservation Measures
The State Office of Water Conservation requires this Water Conservation Plan
to examine, at a minimum, the following nine conservation plan measures:

. Water-efficient fixtures and appliances, including toilets, urinals, shower
heads, and faucets.

. Low water use landscapes and efficient irrigation.

- - -- - r --Water-efficienl industrial and conmrercmtwmer-ustng processfng-:- - -- - -

. Dissemination of information regarding water use efficiency measures,
including by public education, customer water use audits, and water-saving
demonstrations.

{25325.1oo; OSM1961

13
