Potentially Affected Interests
Potentially affected interests fall into four primary categories: residential
customers, local business, special interest groups, and the City organization.

1. Residential Water Customers
The residential water customer will probably be one of the most affected parties
of the water use conservation goals. Increased water rates wiIllikely result in higher
water bills if usage is not curtailed from historic levels. The average residential water
user will likely have to change his water use practices, especially outdoor watering,
to bring water use within the City's goals, if the customer is to avoid high billings.
Residential water users will become much more aware of water use, and it is
expected there will be considerable demand for information on water-saving plumbing
fixtures and low water use landscaping methods.

2. Local Business
Local businesses that rely on water for ice makers, food processing/service, water-
cooled air conditioners, and other water use intensive purposes will be impacted by
higher water rates similar to the residential water customer. Fortunately,
Fort Lupton has been working with businesses, and commercial accounts have been
billed on a metered basis for more than a year. Many businesses have found ways
to cut back on water use, such as implementing different processing/manufacturing
methods and xeriscaping outdoor areas.

3. Special Interest Groups
As a small community, there are not a large number of special interest groups
within the City. The Fort Lupton School District, as the City's largest irrigator, will
be affected by the conservation plan and has already identified and is working on
water use efficient landscaping schemes.

{25325.1oo; osn4196l

12
