Debt <br />service is one of the highest components of the City's financial obligations on its <br />water system, and this factor will be a major component in the setting of the rate <br />structure. <br /> <br />2. Identification of Challenges <br />The following challenges must be faced by City leaders and members of the <br />general public: <br /> <br />. Educate members of the public on how much water they have historically <br />used and get them to understand the costs and consequences of high water <br />use. <br /> <br />It is anticipated that it will take at least two to three years after metered rates <br />go into effect in early 1997 before the full impact of this challenge will be fully <br />appreciated by the general public.
