Public Education. The City has begun a public education program to
encourage water use efficiency/conservation. The City prints information on water
bills and includes water use efficiency/conservation brochures with water bills. The
Public Works Department is visiting with residents regarding high water meter
readings and giving troubleshooting ideas to avoid such high usage. When a water
customer calls to complain about a high water meter reading, the Water/Sewer
Utilities Department sets up an appointment for the Public Works Department to do
a routine visit to investigate leaking faucets, toilets, and pipes. The City has
discovered that many residents are uninformed about how much water they really use
and sees public education as a critically important challenge if Fort Lupton is to
decrease its historically high consumption and if residents are to avoid very high
water bills in 1997 and beyond. The City also makes available at City Hall water
efficiency pamphlets, lawn watering guides, and brochures on landscape water
management and conservation.

7. Customer Classes
Fort Lupton has developed a billing system which includes residential,
commercial, and industrial classes. Fort Lupton does not have a separate govern-
ment class. Governmental entities are billed the same as commercial customers. The
City is in the midst of reevaluating its rate structure, and more information on
specific customer classes will be included in the rate study document.

B. Analysis of Issues and Challenges
Fort Lupton has identified the following issues and challenges
address for it to be successful in efficiently using its water resources.

that it must

.

Should the City set a stepped billing rate to penalize high water users?

.

At what rate will the City charge its well water versus the treated surface
water?

(25325.100; 05n41961

8
