The second instream flow rate of 2.5 cfs right (1/1-12/31) extends about 2.42 miles from the confluence <br /> of Italian Creek and South Italian Creek to the confluence with the Taylor River and (Case No. 4- <br /> 84CW355, WDID 5901491).This instream flow right has an appropriation date of 5/4/1984. <br /> This proposal establishes an increased summer flow rate of 3.2 cfs from April 1 to October 31 on the <br /> lower reach of Italian Creek from the confluence with South Italian Creek to the confluence with the <br /> Taylor River. <br /> Water Availability <br /> Physical Availability <br /> Due to the lack of stream flow data for Italian Creek, HCCA relied on StreamStats. StreamStats is an <br /> online program developed by the USGS in collaboration with the CWCB. StreamStats uses a regionally <br /> specific regression equation based on nearby active and historical stream gages to estimate stream <br /> flows at user-selected locations.There is a gage located immediately upstream of where the upper <br /> Taylor River enters the Taylor Park reservoir; with a period of record of 1929-2020 (The Taylor River at <br /> Taylor Park gage; USGS ID=09107000). <br /> StreamStats reports a mean monthly flow of 6.77 cfs for April and a mean monthly flow of 5.97 cfs for <br /> October, and the peak mean monthly flow occurs in June at 83.9 cfs (See Attachment D).These mean <br /> flows were used to define the length of the summer ISF season because the mean monthly flows are <br /> greater than the proposed summer ISF rate. <br /> November has a mean monthly flow of 4.44 cfs. StreamStats reports a mean monthly flow of 3.11 cfs in <br /> March (See Attachment D).These mean flows were used to define the length of the winter ISF season <br /> because the mean monthly flows are similar to the existing year-round ISF rate. <br />
