Study authorizations. Pursuant to section <br />37-60-122 (1) (c), Colorado Revised Statutes 1973, the <br />Colorado water conservation board is hereby authorized to <br />expend from the Colorado water conservation board construction <br />fund not more than $430,000, or as much thereof as may be <br />necessary, for geotechnical investigations and preliminary <br />environmental work on dam sites located at Powell Park, Lake <br />Avery, and from the Highland Ditch headgate upstream to the <br />confluence of the North Fork and South Fork of the White <br />River, and said moneys shall be expended only so long as funds <br />are available for the timely construction of the projects <br />listed in section 5 (I) of this act. The general assembly <br />recognizes that further resource development opportunities <br />exist in the upper and lower Cache la Poudre river basins. <br />The board is further authorized to study the development and <br />management of the water resources of all or any portion of the <br />Cache la Poudre river basin should any agency, entity, or <br />organization provide funds to the board for that purpose; <br />provided, 'however, that any such study or studies shall not <br />include consideration of water development projects which <br />would be located upstream from Kinikinik or upstream from the <br />Rockwell dam site. <br /> <br />SECTION 4. South Platte river model. (1) The Colorado <br />water conservation board is hereby directed to transfer from <br />the Colorado water conservation board construction fund <br />created pursuant to section 37-60-121, Colorado Revised <br />Statutes 1973, to the Colorado water resources research <br />institute, Colorado state university, the sum of $130,000 or <br />so much thereof as may be necessary, for the completion and <br />documentation of the computerized model of the surface and <br />ground water systems of the South Platte river by July I, <br />1985. <br /> <br />(2) Upon completion, ~aid model shall include the South <br />Platte river from Denver downstream to the Colorado-Nebraska <br />state line and the Cache la Poudre, Big Thompson, St. Vrain, <br /> <br />~ <br /> <br />PAGE 4-HOUSE BILL NO. 1102 <br />
