<br />maximize outdoor water use efficiency, <br />Requires a water provider to IdentifY and repair water leaks to <br />minimize the level of unaccounted- for water. <br />Requires a water provider to ddcrease residential water use and to <br />decrease system-wide water use or, ih the alternative, meet per capita <br />targets. <br />Requires a water provider to qreate and deliver to the Colorado <br />water conservation board (board) a water use efficiency plan that includes <br />specific water use efficiency and conservation elements. Requires the <br />plan to be submitted for peer and public review and comment, and to be <br />updated and resubmitted to the board iat least every 5 years. <br />Requires that the board and the Colorado water resources and <br />power development authority provide financial assistance only to a water <br />provider that submits a water use efficiency plan that meets water <br />efficiency standards. <br />Clarifies the authority of the office of the state engineer to approve <br />substitute water supply plans. Legislative declilration. (1) The general assembly <br /> <br />e <br /> <br />3 hereby finds and declares that: <br /> <br />4 (a) The continuing growth and development and the viability of <br /> <br />5 established economies place increasing demands on Colorado's water <br /> <br /> <br />6 resources; <br /> <br />7 (b) Many cities outside of Colorado use significantly less water <br />8 annually per capita; <br />9 (c) Although the "Water Con~ervation Act of 1991" fostered a <br />I 0 state policy of enhancing urban water use efficiency, the act now requires <br />II an amendment to meet the heightened need of bringing human water <br />12 demands into balance with the available water supply. <br />13 (2) It is therefore the purpose and intent of this act and the policy <br /> <br />14 <br /> <br />of this state to require municipal w~ter providers and state and local <br /> <br />e <br /> <br />-2- <br /> <br />SB03-087 <br />
