Colorado 1979, as amended by Section 2 of chapter 40S, Session
Laws of Colorado 1983, and Section '4 (2) of chapter 344,
Session Laws of Colorado 1979, are amended to read:

S~ction 4. Project authorizations. (1) Pursuant to
section 37-60-122, Colorado Revised Statutes, i913, there are
hereby authorized to be constructed from such funds as may
become available to the Colorado water conservation board
construction fund, in the priority listed as nearly as
practicable and with the sums of money listed, plus 'or minus
such amounts, if any, as may be justified by unforeseen
circumstances or by reason of ordinary fluctuations in land
values and construction costs as indicated by cost indices
applicable to the type of projetts involved, the following
projects:

(2) The Chatfield project channel improvement and the
Rio Grande Reservoir project authorized by this section shall
be constructed as first priorities from the first moneys made
available to the Colorado water conservation board
construction fund pursuant to section 39-26-123.1, Colorado
Revised Statutes. i9137 The funds made available for the
Chatfield project channel improvement, WHICH SHALL BE
NONREIMBURSABLE, may be expended only through a contract with
the United States by which the United States agrees to provide
not less than one-half of the total cost of said channel
improvement. FUNDS FOR THE CHATFIELD PROJECT CHANNEL
IMPROVEMENT MAY ALSO BE EXPENDED FOR ,RECREATIONAL BOATING
CHUTES AT THE BROWN DITCH AND UNION AVENUE PIERS. FUNDS FOR
THE CLOSED BASIN PROJECT, WHICH SHALL BE NONREIMBURSABLE, MAY
ALSO BE EXPENDED FOR RELATED RECREATIONAL FACILITIES PURSUANT
TO SECTION 37-60-119, COLORADO REVISED STATUTES, INCLUDING
FACILITIES FOR THE HEAD-SAN LUIS LAKES RECREATION AREA.

SECTION 4. Section 1 (1) (a) and (c) of chapter 405,
Session Laws of Colorado 1983, are amended to read:

Section 1. Project authorizations. (1) (a) Pursuaht to
section 37-60-122 (1) (b), Colorado Revised Statutes, i913,
