<br />-' '. ~ <br /> <br />all of the moneys transferred from the Colorado water <br />conservation board construction fund are completely restored <br />thereto before any moneys are transferred to the severance tax <br />trust fund; and all of the moneys transferred from the <br />severance tax trust fund are completely restored thereto <br />before any moneys are transferred to the lottery fund. <br />Assuming moneys are available in the fiscal emergency fund, <br />the lottery fund shall be completely restored no later than <br />June 30, 1985. <br /> <br />(b) From time to time, during the period beginning on <br />July 1, 1983, and ending on June 30, 1985, the state treasurer <br />and the controller, upon the written order of the governor <br />after approval of the joint committee on deficit prevention, <br />shall transfer moneys from the general fund to the fiscal <br />emergency fund for the restoration of any of the funds which <br />are not completely restored with moneys in the fiscal <br />emergency fund pursuant to paragraph (a) of this subsection <br />(2), in the same order of priority as the restoration of funds <br />under said paragraph (a) of this subsection (2); but such <br />transfers out of the general fund shall be ordered pursuant to <br />this paragraph (b) only if there are sufficient moneys in the <br />general fund to permit prompt disbursement from the general <br />fund of any appropriation made from the general fund for any <br />lawful purpose and no moneys shall be transferred from the <br />fiscal emergency fund except upon written order of the <br />governor after approval of the committee. <br /> <br />(c) The full amount of transfers of <br />to the highway users tax fund pursuant to <br />(2) (c) (I) (E), C.R.s. 1973, shall resume <br /> <br />sales and use taxes <br />section 39-26-123 <br />on July 1, 1983. <br /> <br />(3) There is hereby created the joint committee on <br />deficit prevention, which shall consist of the president, the <br />majority leader, and the minority leader of the senate, the <br />speaker, the majority leader, and the minority leader of the <br />house of representatives, the chairmen of the finance <br />committees of the senate and house of representatives, and the <br />chairman and vice-chairman of the joint budget committee. At <br />its first meeting the committee shall elect a chairman from <br />among its members. The joint committee on deficit prevention <br />shall meet as often as necessary to perform its d~ties under <br />this section, but no less often than once each month. All <br />meetings of the joint committee on deficit prevention shall be <br />open to the public and shall be subject to part 4 of article 6 <br />of this title. <br /> <br />(4) The fiscal emergency fund and the joint committee on <br />deficit prevention are abolished on June 3D, 1985. Prior <br />thereto the joint committee on deficit prevention shall use <br />all moneys in the fiscal emergency fund for the restoration of <br />funds as specified by paragraphs (a) and (b) of subsection (2) <br /> <br />PAGE 7-HOUsE BILL NO. 1320 <br />
