establish any centralized or decentralized heating and cooling

2 works, energy or water conservation works, or electrical

3 generation works without the organization of an improvement

district if such works are to be acquired, constructed, and

installed without incurring indebtedness to the county,
including, but not limited to, the power:

(A) To lease or sell renewable energy source property

and energy and water conservation property within the county

and to perform any acts necessary or convenient to such
leasing or selling and to maintain and service such property;
(B) To enter into agreements with investors, owners,

lessors, sellers, and installers of renewable energy source

property and energy and water conservation property for the

purposes of the county, including, but not limited to, the

15 raising of private capital;

(C) To establish systems for the billing and collecting

17 of lease or loan payments for the acquisition, installation,
18 or maintenance of renewable energy source property and energy
19 and water conservation property, whether such acquisition,

20 installation, or maintenance is provided by the county or for

21 the county pursuant to a written agreement;

(0) To require sellers, lessors, and installers of

23 renewable energy source property and energy and water

24 conservation property for the county to furnish a performance

25 bond on a county project;
