A BILL FOR AN ACT CONCERNING RESOURCE CONSERVATION PROGRAMS rRG tU~ LOCAL RENEWABLE ENERGY AND ENERGY AND WATER CONSERVATION MEASURES IN CONNECTION THEREWITH. Bi 11 Summary (Note: This summary applies to this bill as introduced and does not necessarily reflect any amendments which may be subsequently adopted.) Authorizes municipalities, counties, and existing special districts to lease or sell or enter into contracts with the private sector for the lease or sale of heating and cooling works, including renewable energy source property, electrical generation works, and energy and water conservation works. Authorizes municipalities, counties, and existing special districts to administer the billing and collection of any lease or loan payments for such utility works, to require sellers, lessors, and installers of renewable energy source property and energy or water conservation property to furnish performance bond on a project, and to certify performance standards of such property. 4 Be it enacted ~ the General Assembly of the State of Colorado: 5 SECTION 1. 30-11-107 (1), Colorado Revised Statutes, 6 1977 Repl.
