The making of such rules or <br />2 t<;gtllllt:ions shall not be a prerequisite to control of personnel of the <br />3 division of water IGsomccs ADMINISTRATION or the performance ofhis <br />4 THE STATE ENGINEER'S duties under the constitution or laws of Colorado <br />5 or any compact, treaty, or judicial decree or decision which THAT does <br />6 not, by its specific terms, require implementation by such rule. or <br />7 regulation. <br />8 (2) The state engineer has authority to delegate to any other <br />9 person the obligation to discharge one or more portions of the STATE <br />10 ENGINEER'S duties, imposcd upon him, but no such delegation shall' <br />11 relieve the state engineer of ultimate responsibility for proper and <br />12 efficient conduct of his THE STATE ENGINEER'S office or the duties. <br />13 d<;volvin~ npon him. The state engineer may reassign or delegate duties <br />14 and responsibilities as he THE STATE ENGINEER may fmd necessary or <br />15 desirable. <br />16 (4) Employees within each general classification shall be <br />17 deployed by the state engineer to work in such locations and according -- <br />18 to patterns of accomplishment to be established from time to time by the <br />19 state engineer.
