will be efficiently discharged;
( e) Construction contracts, professional and technical consultants,
and other contracts related to the operation of the division of water

(f) The keeping and preparation of records and investigations as
related to carrying out the fimctions of the division of water IeSOtl1CGS
ADMINISTRATION, including water well licensing;

(h) General supemsory control over measurement,
record-keeping, and distribution of the public waters of the state;
