(2) "Dej>artJnent" means the department of .ouinistr.dti'Ofl.

(3) "flers.on" llleans an imlividual. ~ corporation, a
pcrtnership, a business trust, an association, II f1OM, ~r any
0ther legal entity.

(4) "Practic~ of landscape architecture" tleans the
performance of professional s~rvices such liS consultation,
investigation, reconnaissance, research, planning, ~ign, or
responsible supervision in connection ~ith the development of
iand areas or land use, where and to.tne extent that the dominant
purpose of any such service is the preservation and development
of existing and proposed land features, ground surface, planting,
r.atura1istic features,. and esthetic values. .Practice of
landscape architecture. includes the design, location, and
arrangement of such tangible objects and features as are
~ncidental and necessary to the purposes outlined in this'
subsection (4), but the term does not include the ma~ing of land
surveys or final engineered plats for official ~cording,
;ntegration of design of structures of earth, or other
:~nstruction materials.

(5) "Principal representative" means the QOverning board of
c state department, institution, or agency or. if there is no
Qoverning board, the executive head of a state department,
;nstitution, or agency, as designated by the governor or the
92neral assembly.

(6) uProfessiona1 services. Deans those services ~ithin the
s:ope of the foll~ing:

(a) The ~ractice of architecture, "s ~fined in section
i2-4-102 (5), C.R.S. 1973;

(b) The practice of engineering, as defined in section
12-25-102 (13), C.R.S. 1973;

(c) The practice of land surveying, as defined in section
12-25-201 (3), C.R.S. 1973;

(d) The practice of landscape arcbitecture. as ~finedin
subsection (4) of this section.

(7) "State agency" lIleans this state or any department,
board, bureau, commission, insti~tion, or other ~gency of this
