2 otherwise requires:

3 (a) "Covered entity" OR "WATER PROVIDER" means each A

4 municipality, agency, utility, including any privately owned utility, or

5 other publicly owned entity with THAT HAS a legal obligation to supply,

6 distribute, or otherwise provide water at retail to domestic, commercial,

7 industrial, or public facility customers and wIrieh THAT has a total

8 demand for such customers oftwo thousand acre-feet or more in calendar

9 years 1989 or thereafter.

10 (b) "Public facility" means any facility operated by an instrument

11 of government for the benefit of the public, including, but not limited to,

12 a government building, park or other recreational facility, school, college,

13 university, or other educational institution, highway, hospital, or stadium.

14 (c) "SINGLE-FAMILY RESIDENTIAL PER CAPITA WATER USE" MEANS

15 THE TOTAL VOLUME OF TREATED WATER SOLD TO SINGLE-FAMILY

16 RESIDENTIAL ACCOUNTS DIVIDED BY THE NUMBER OF SINGLE-FAMILY

17 ACCOUNTS DIVIDED BY THE AVERAGE SINGLE-FAMILY HOUSEHOLD

18 OCCUPANCY IN THE SERVICE AREA.

19 (d) "SYSTEMWIDE PER CAPITA WATER USE" MEANS THE TOTAL

20 VOLUME OF TREATED W ATERDlVIDED BY THE SERVICE AREA POPULATION.

21 (e) "UNACCOUNTED-FOR WATER" MEANS THE DIFFERENCE

22 BETWEEN THE TOTAL VOLUME OF TREATED WATER AND THE TOTAL

23 VOLUME OF TREATED WATER SOLD.

24 (t) "WATER USE EFFICIENCy"MEANS STRETCHING EXISTING WATER

25 SUPPLIES TO MEET A LARGER PORTION OF FUTURE URBAN WATER NEEDS,

26 TAKING INTO ACCOUNT ECONOMIC, SOCIAL, AND ENVIRONMENTAL COSTS.
