<br />Place an appropriate limit on the percentage of turf in new <br />landscape development; and <br />Require subsurface irrigation on all new landscaped public <br />medians less than 4 feet wide. <br />Requires the Colorado water conservation board and the Colorado <br />water resources and power development authority to provide financial <br />assistance to such a water provider only if it submits a water use <br />efficiency plan that meets water efficiency standards. Prohibits any new <br />land use regulation or policy that prohibits or limits drought-tolerant <br />landscapes in water service areas that import water from a different water <br />division. <br />Defines relevant terms. Makes a legislative declaration. <br /> <br />1 Be it enacted by the General Assembly of the State of Colorado: <br /> <br />2 SECTION 1. Legislativedeclaration. (1) The general assembly <br /> <br /> <br />3 hereby finds and declares that: <br /> <br /> <br />4 (a) The continuing growth and development and the viability of <br /> <br /> <br />5 established economies place increasing demands on Colorado's water <br /> <br />6 resources; <br /> <br />7 (b) Although the "Water Conservation Act of 1991" fostered a <br /> <br /> <br />8 state policy of enhancing urban water use efficiency, the act now requires <br /> <br />9 an amendment to meet the heightened need of bringing human water <br /> <br /> <br />10 demands into balance with the available water supply. <br /> <br /> <br />11 (2) It is therefore the purpose and intent of this act and the policy <br /> <br /> <br />12 of this state to require municipal water providers and state and local <br /> <br /> <br />13 governments to maximize the efficient use of existing urban water <br /> <br /> <br />14 supplies through implementation, at the local level, of greater <br /> <br /> <br />15 conservation measures and creative supply-side options. <br /> <br />16 SECTION 2. 37-60-126 (1), Colorado Revised Statutes, IS <br /> <br /> <br />17 amended to read: <br /> <br />18 37-60-126.
