STATE. OR LOCAL LAW. A LOCAL PLANNING <br /> <br />JURISDICTION MAY PERMIT LIMITED DEVELOPMENT IN ITS RURAL <br /> <br />DEVELOPMENT AREA IF THE PROPOSED DEVELOPMENT IS COMPATIBLE WITH <br /> <br />12 THE LAND USE DESIGNATED FOR THAT AREA IN THEJURISDICTION's MASTER <br /> <br />13 PLAN. IF THE DEVELOPMENT WILL NOT RESULT IN URBAN GROWTH. AND IF <br /> <br />14 THE PROPOSED DEVELOPMENT IS: <br /> <br />15 (a) A RESIDENTIAL DEVELOPMENT WITH AN AVERAGE DENSITY OF <br />16 1if.TO ONE RESIDENTIAL UNIT PER TEN ACRES WHERE DEVELOPMENT IS <br />17 CLUSTERED AND AT LEAST SEVENTY-FIVE PERCENT OF THE LAND IS <br /> <br />18 PRESERVED AS EITHER NATURALLY PRODUCTIVEORAS CONSERVATION AND <br /> <br />19 OPEN SPACE LAND; <br /> <br /> <br />20 (b) A COMMERCIAL DEVELOPMENT OF LESS THAN TEN THOUSAND <br /> <br /> <br />21 SQUARE FEET; OR <br /> <br />22 (c) A PUBLIC FACILITY NECESSARY FOR THE PUBLIC HEALTH, <br /> <br /> <br />23 SAFETY, OR WELFARE. INCLUDING. WITHOUT LIMITATION, SCHOOLS AND <br /> <br /> <br />24 OTHER EDUCATIONAL FACILITIES. <br /> <br />25 (4) THE LOCAL PLANNING JURISDICTION SHALL ESTABLISH LOCAL <br />26 DEVELOPMENT REGULATIONS RELATING TO ANY LAND IT HAS DESIGNATED <br /> <br />27 AS RURAL LANDS TO ENSURE THAT: <br /> <br />-40- <br /> <br />148 <br />
