DNR COLORADO
CO Colorado Water
Conservation Board
Department of Natural Resources
1313 Sherman Street, Room 718
Denver, CO 80203
Memorandum
To: Greg Johnson, Water Supply Ptanni • Section Chief
From: Kevin Reidy a Ben Wade . —►
Water Supply Planning
Date: February 7, 2019
Subject: Water Efficiency Grant Fund Recommendation for Copper Mountain Consolidated Metropolitan
District
Recommendation:
The Water Supply Planning staff recommends that Greg Johnson, Section Chief, approve a
Water Efficiency Grant to purchase a install AMI meters in the amount of $34,551 for the
Copper Mountain Consolidated Metropolitan District (CMCMD).
Summary of Grant Application
Copper Mountain Consolidated Metropolitan District is a non-covered entity in the Colorado River Basin.
CMCMD was one of the participants in the regional Blue River Watershed Water Efficiency Plan and also
has an individual Water Efficiency Plan approved by CWCB in June 2018.
CMCMD is in the process of removing their existing meters and upgrading to a Advanced
Metering Infrastructure platform allowing the provider to enchance water loss control and
improve monitoring of water consumption. While the permanent population is under 300, their
daily peak service population can reach 14,000 people. CMCMD estimates their groundwater
supply is sufficient to meet current demands but realizes the need for more sophisticated
water loss and leak detection as the resort continues to build more housing and hotels.
The total cost of the project is $362,010. CMCMD is committing 90.5% matching funds including
$260,459 in cash $67,000 of in-kind services. CWCB staff has reviewed and evaluated the grant
application and has determined that the proposal meets or exceeds the CWCB guidelines for
reviewing grant proposals. Attached is the internal checklist used to evaluate the application.
Attachment: Evaluation Checklist
