EXHIBIT A <br /> STATEMENT OF WORK <br /> WATER ACTIVITY NAME Assist the Central Colorado Water Conservancy District with Addressing the <br /> Chatfield Reservoir Reallocation Project Cost Increase <br /> GRANT RECIPIENT Central Colorado Water Conservancy District <br /> FUNDING SOURCE CWCB Construction Fund <br /> LEGISLATIVE APPROVAL <br /> The 2018 Projects Bill (SB18-218) appropriated $511,894.20 from the CWCB Construction Fund to assist the <br /> District with addressing the Chatfield Reallocation Project's(Reallocation Project)cost increase. <br /> GENERAL DESCRIPTION OF PROJECT <br /> The Reallocation Project is a construction project that will allow additional water supply storage in Chatfield <br /> Reservoir by reallocating 20,600 Acre-Feet(AF) of storage space from the flood control pool into a <br /> multipurpose pool.There are multiple Reallocation Project participants each with a right to use a different <br /> amount of the reallocation storage space. Each participant is responsible to pay its pro rata share of <br /> construction cost which is calculated as the volume of its reallocated storage space divided by 20,600 AF. No <br /> participant has the right to use any of the reallocated storage space until the Reallocation Project is complete. <br /> The Western Mutual Ditch Company(WMDC)was one of the Reallocation Project participants with a <br /> reallocation storage space amount of 1,425 AF(WMDC Storage Space).WMDC later withdrew from the <br /> Reallocation Project. Per the Water Storage Agreement between the Colorado Department of Natural <br /> Resources(DNR)and the United States Army Corps of Engineers (USACE),the CWCB is responsible to pay the <br /> pro rata share of any storage space not otherwise owned by other entities. CWCB negotiated with the Central <br /> Colorado Water Conservancy District(District or Grantee)for the District to take ownership of the WMDC <br /> Storage Space. In negotiations, CWCB agreed to provide a grant to the District at an amount calculated as 20% <br /> of the WMDC Storage Space's estimated pro rata construction costs.The District in turn agreed to allow water <br /> rights administration of the WMDC Storage Space to occur without exchange of the water,thereby improving <br /> stream flows downstream of Chatfield Reservoir when the District makes releases. <br /> CWCB executed a grant agreement(CTGG1 2016-1046) on October 16, 2015 with the District for <br /> $1,853,882.25.That amount equaled 20%of the original Water Provider Agreement (WPA) estimated <br /> construction cost of$6,504.85/AF ($6,504.85/AF x 1,425 AF x 20%). <br /> On October 13, 2017, DNR notified all Reallocation Project participants that the total Reallocation Project cost <br /> estimate increased from $6,504.85/AF to $8,300.97/AF, a difference of$1,796.12/AF.This grant will assist the <br /> District in addressing its pro rata share of the Reallocation Project cost increase.The grant amount of <br /> $511,894.20 was calculated as 20%of the increased cost associated with the WMDC Storage Space <br /> ($1,796.12/AF x 1,425 AF x 20%). <br /> PROJECT OBJECTIVE <br /> To assist the District with addressing the Chatfield Reallocation Project cost increase <br /> Exhibit A Page 1 of 2 <br />
