DN R COLORADO
CO / Colorado Water
Conservation Board
Department of Natural Resources
1313 Sherman Street, Room 718
Denver, CO 80203
Memorandum
To: Greg Johnson, Water Supply Planning Secti• Chief
From: Kevin Reidy b. Ben Wade -
Water Supply Planning `
Date: May 18, 2018
Subject: Water Efficiency Grant Fund Recommendation for the City of Aspen
Recommendation:
The Water Supply Planning staff recommends that Greg Johnson, Water Supply Planning Section
Chief, approve a Water Efficiency Grant to implement their Water Efficient Landscape
Ordinance, in the amount of $48,923 for the City of Aspen.
Summary of Grant Application
The City of Aspen is a covered entity Ft has a Water Efficiency Plan on file with the CWCB since
October 2015. The proposed project will continue to support and enforce efficient landscaping
and irrigation design and installation. Through the implementation of the Water Efficient
Landscaping Standards, outdoor efficiency will increase over time, reducing the City's outdoor
per-capita use. This Standard promotes water conservation, prevents water waste, and
protects water quality. Managing outdoor landscaping demands through land use ordinances for
new development is being considered and pursued throughout Colorado and provides an
opportunity to reduce the impact from future demands.
This effort will focus mainly on the preparation and implementation of the initial training
session for Aspen's newly-adopted Qualified Water Efficient Landscaper (QWEL) professional
certification, and will include other targeted efforts in direct support of the Water Efficient
Landscaping Ordinance. This project is supported by the City of Aspen's Water Efficiency Plan
as well as the Roaring Fork Watershed Regional Water Efficiency Plan.
The total cost of the project is $57,823. Aspen is committing 26% matching funds in the form of
$16,900 of in-kind services. CWCB staff has reviewed and evaluated the grant application and
has determined that the proposal meets or exceeds the CWCB guidelines for reviewing grant
proposals. Attached is the internal checklist used to evaluate the application.
Attachment: Evaluation Checklist
