Dan McAuliffe <br /> Mike Serlet, PE, Chlef f 0 Acting CWCB Director <br /> Water Supply Planning &Finance Section <br /> DATE: November 6, 2007 (UPDATED January 30,2008) <br /> SUBJECT: Agenda Item 15, November 14-15, 2007 Board Meeting <br /> Water Supply Planning & Finance Section <br /> Changes to Existing Non-Reimbursable Projects <br /> City of Florence- Oak Creek Reservoir Feasibility Study <br /> Introduction <br /> The City of Florence has requested that the CWCB consider a change to the scope of work described <br /> in Florence's Non-Reimbursable Project Investment application, identified as the Oak Creek <br /> Reservoir Feasibility. The Project was appropriated in Senate Bill 05-084 Section 15 for$167,000 <br /> and was intended to assist the City with the cost of a flood control feasibility study performed by the <br /> U.S. Army Corps of Engineers (COE). The results from a geotechnical investigation at the reservoir <br /> site indicate that a reservoir is not feasible. The City is requesting consideration by the CWCB to <br /> allow the City to continue to utilize CWCB funding for a feasibility study for flood control in the <br /> absence of a reservoir alternative. <br /> Background <br /> In 2004, the City of Florence entered into a contract with the COE to prepare a Feasibility Study of <br /> flood control improvements on Oak Creek. This COE/City contract requires the City to provide a <br /> cost share of 50% of the study cost (approximately $448,000). The study is needed due to the severe <br /> flooding from Oak Creek, which is tributary to the Arkansas River within the City limits. The Oak <br /> Creek floodplain inundates several properties in the City requiring many landowners in west <br /> Florence to maintain flood insurance. <br /> In August, 2004, the Town requested and received approval of a $167,000 Non-Reimbursable <br /> Project Investment Grant from the CWCB to help offset the cost of the COE Feasibility Study <br /> (SB05-084). In addition, this grant was to add an evaluation of a water supply storage component to <br /> the COE's flood control dam alternative. The CWCB contribution to the Feasibility Study cost is <br /> 20%.
