COLORADO
Colorado Water
Conservation Board
Department of Natural Resources
1313 Sherman Street, Room 718
Denver, CO 80203
Memorandum
To: Rebecca Mitchell, Water Supply Planning Section Chief
From: Taryn Finnessey Et Ben Wade, Water Supply Planning
Date: June 28, 2017
Subject: Water Efficiency Grant Fund Recommendation for the Town of Castle Rock
Recommendation:
The Water Supply Planning staff recommends that Rebecca Mitchell, Section Chief,
approve a Water Efficiency Grant to develop a Drought Management Plan in the
amount of $35,000 for the Town of Castle Rock.
Summary of Grant Application
The Town of Castle Rock is a covered entity located in the South Platte Basin
delivering an average of 7,304 AF per year to their customers over the last five years.
Castle Rock's population is projected to grow by 2,500 residents per year until
buildout in 2055.
The Town relies on groundwater for 87% of their water supply and are seeking to add
renewable sources of water. Castle Rock staff realize that there is a high likelihood of
drought affecting their region as well as the significant wildfire hazard they face each
year. While customers responded to recent droughts by reducing water use, the Town
identifies their long term solution is to develop and incorporate a Drought
Management Plan into their planning efforts.
The total cost of the project is $59,060. Castle Rock is committing 41% matching funds
in the form of $9,120 in cash Ft $14,940 of in-kind services. CWCB staff has reviewed
and evaluated the grant application and has determined that the proposal meets or
exceeds the CWCB guidelines for reviewing grant proposals. Attached is the internal
checklist used to evaluate the application.
Attachment: Evaluation Checklist
