Exhibit <br /> A <br /> Statement of Work <br /> PROJECT NAME Rio Grande Reservoir Downstream Access Road <br /> GRANTEE San Luis Valley Irrigation District(District) <br /> INTRODUCTION <br /> The following STATEMENT OF WORK has been developed for the continuation of the Rio Grande <br /> Cooperative Project that includes a major component called the Rio Grande Dam and Reservoir Rehabilitation <br /> Project.The District plans to construct a new access road to the downstream toe of the dam as part of the <br /> Reservoir Rehabilitation Project.A new road will be built at a maximum of 10 percent grade and 20 feet wide. <br /> This will replace the existing narrow road with steep grades.The new road will allow delivery of materials <br /> (pipe,valves,and concrete)by truck for the ultimate rehabilitation project. <br /> BACKGROUND-Rio Grande Cooperative Project <br /> In 1927 the District completed a land exchange under the General Exchange Act of 1922 to acquire 146.81 <br /> acres of land from the United States located both above and below the dam for the Rio Grande Reservoir.The <br /> 1927 patent to the District did not include the lower face of the dam and lands along the Rio Grande River <br /> immediately below the dam,which remained in Federal ownership as part of the Rio Grande National Forest. <br /> Several components of the Project are located on these National Forest lands,including the northern face of <br /> the dam,extended outlet pipe,new outlet works,access road,lower spillway,and spillway plunge pool.The <br /> District recently completed the consolidation of land ownership by the District in order to complete dam <br /> facility repairs and improvements planned as part of the Cooperative Project. <br /> The dam safety and operational issues described above combined with the value of the reservoir for optimizing <br /> water use for multiple stakeholders in the basin have driven the District to move forward with the <br /> rehabilitation of the Rio Grande Dam and Reservoir.The District is a proponent of the Rio Grande <br /> Cooperative Project where the District works with multiple stakeholders,primarily the CWCB and the <br /> Colorado Division of Parks and Wildlife to restore the full use of the Reservoir. <br /> FUNDING AUTHORIZATION <br /> The CWCB's 2012 Projects Bill(125-002)authorized and appropriated a$5 million grant to the District to <br /> perform the design and other activities towards the rehabilitation of Rio Grande Reservoir,as part of the Rio <br /> Grande Cooperative Project. 12S-002 also authorized an additional$15 million towards to the project,as a <br /> loan/grant combination,which will be determined by the CWCB board at a later date.The CWCB has <br /> executed multiple projects with the District over the past few years. <br /> OBJECTIVES <br /> The objective of the project is to construct a gravel road.This will take this work off the critical path of overall <br /> Dam rehabilitation construction and perform the work at lower cost by utilizing an earthwork contractor. <br /> Having good site access during the pre-bid conference for contractors for the outlet work's rehabilitation <br /> project will produce more favorable bids.The access road is also a dam safety enhancement which allows <br /> large equipment to be mobilized quickly in the event of an emergency. <br /> PROJECT DESCRIPTION <br /> The Project involves the construction of a gravel access road to be built as shown on the design drawing <br /> included.The existing road will be lowered from station 7+40 to station 10+50 to get to the existing river <br /> level.The left bank of the river will be armored with very large riprap as shown on the plans with the access <br /> road built to about elevation 9380 feet.The Project is scheduled to be completed in the fall of 2017;however, <br /> 1 <br />
