TASK 3—GREENWAY CORRIDOR MASTER PLAN <br /> Description of Task <br /> Identify the optimal range of land and water use activities for each property contained <br /> within the Cache la Poudre river corridor, as reflected by the partnership matrix <br /> Deliverable <br /> Comprehensive Cache la Poudre Greenway Master Plan for the Greeley/Windsor reach <br /> to the river's confluence with the South Platte River <br /> OUTCOMES: <br /> Following field assessments and review of various base conditions and related studies, <br /> ERD facilitated a series of charrette workshops with staff from Greeley and Windsor, The <br /> Poudre Team, and representatives from river-related organizations. Utilizing information <br /> collected from the study inventory, a range of land uses that would be aligned with <br /> physical, legal, cultural, environmental, economic and infrastructure characteristics of <br /> each parcel of land in the corridor was developed. This phase of the project included: <br /> 1. Physical inventory of the condition of the Poudre River Trail and adjacent lands as it <br /> wends throughout the river corridor; <br /> 2. Prioritization of capital infrastructure repairs based upon 2014 flood impacts, river <br /> bank, and route conditions(listed as Good, Fair and High Priority); <br /> 3. A map depicting the river corridor conditions color coded by condition; <br /> 4. individual maps depicting all river corridor locations of historic and significant <br /> cultural sites,soils, habitat areas,floodway areas,farmland,soils, wetlands, <br /> ecological attributes, minerals, and other key aspects of the river; .... <br /> 5. An internal work product listing of all priority parcels(over 40 acres)in the river <br /> corridor at risk or that represent an opportunity to advance the goals of the area's <br /> preservation, restoration, or use;and, <br /> 6. A publicfacing poster graphic reflecting Greenway River Corridor aspirational goals <br /> and objectives. <br /> The information was shared and reviewed periodically with the Poudre Team throughout <br /> the study process. <br /> As noted above, the goal of the project was to make maximum use of available information, <br /> resources, mapping the technical materials to foster quality and coordinated river development <br /> and preservation. Even before this report was complete the information assembled was able to <br /> be used in conjunction with two other companion studies in progress: a Sedimentation Study <br /> underway through the Lower Poudre River Recovery and Resilience project,which deals with river <br /> ecology post High Park Fire and other flooding; and, a resource inventory being conducted by the <br /> Cache la Poudre National Heritage Area board. This information,and on-going updates,will form <br /> an important basis for Poudre Greenway development and protection well into the future. <br /> 3 <br />
