Cin of
G ree. e -
WSRA Grant- POGGI 2016-798 Greeley Area Cache la Poudre Greenway Corridor
Project in the South Platte River Basin
Final Report: April 2017
BACKGROUND:
From its eastern confluence with the South Platte River to its headwaters in Rocky Mountain
National Park, the Cache la Poudre River in northern Colorado has been the subject of numerous
studies and reports over the last 10-15 years. These studies have originated from numerous entities
and span a wide range of governmental, cultural, flood hazard, water quality, recreational,
anthropological, and transportation interests. Considerable and useful data and information has
been collected but within the limited scope of the individual studies, resulting in projects that reflect
a specific focus or may have unknowingly duplicated data collection, mapping, interpretation, and
missed collaborative opportunities. With limited resources, and especially using public funds, it is
critical to provide good stewardship of such resources and to support creative and innovative
approaches to achieve imaginative, beneficial, and supported water activities.
In 2012, in order to maximize communication and coordination in the evolution of this river
greenway corridor and to protect its function and craft a desired future, the City of Greeley formed
the "Poudre Initiative Team" comprised of representation from each of its municipal departments
which had a river interface. Participation from Weld County Government, the Town of Windsor,
and other river organizations was also invited. The Poudre Team, in turn, identified value in the
development of a Master River Guide that would overlay information from a variety of existing
resources to create a single reference framework and common language to describe the river
corridor. This initiative would also leverage objectives defined for flood hazard mitigation,
recreational, environmental, educational, water quality and storage, transportation, and
preservation to form the basis of a coordinated and complementary approach to its future
development and use.
THE PROJECT
Since many single subject studies had been completed, the objective was to develop a meaningful
resource guidance document, with collective team review and comment, with public access for the
evolving planning, use, and protection of this unique river corridor.
