Introduction <br /> The information in this feasibility study is provided in support of a loan request from the Colorado <br /> Water Conservation Board(CWCB) in the amount of$2,385,000.00 for the Town of Wiggins. The <br /> purpose of the loan request is to finance water rights, land purchase, and construction of a new <br /> recharge facility to augment the Town's depletions to the South Platt River. The feasibility study <br /> relied on the information provided to the town by its engineers and attorneys. <br /> Proicct Sponsor <br /> The Town of Wiggins, Colorado(Town)is a statutory municipality located approximately 70 miles <br /> northeast of Denver, Colorado,in Morgan County. The Town is located in Section 22, Township 3 <br /> North,Range 60 West of the 6th PM. The Town is located just south of Interstate 76,and is located <br /> approximately eight miles south of the South Platte River. The town has an elected board of <br /> Trustees, a Mayor, and a Town Manager form of government. <br /> According to the US Census Bureau,the population in 2000 was 838,while the population in <br /> 2010 was 893. This represents an annual growth rate of approximately 0.7%.Town staff <br /> currently estimates the existing population at 900. <br /> The Town has approximately 330 homes and several commercial/industrial properties within the <br /> town limits. The town has a total of 370 active water and sewer taps. <br /> The Colorado Department of Local Affairs(ROLA)currently estimates the population of Morgan <br /> County to be 28,797 and predicts that the 2040 population of the County to be 39,017. This <br /> represents a 1.2%annual growth rate.DOLA also estimates that there are 2.65 people per <br /> household. In addition,DOLA has estimated the growth in the Town of Wiggins from 2010 to <br /> 2014 to be zero. <br /> The Town has two new industries that have located in the town over the past year. One industry,has <br /> estimated that they will bring 40 new jobs to Town within the next year,and up to 200 jobs within <br /> Page 4 of 15 <br />
