Alternative 3—Purchase augmentation water from another source. <br /> The Town has explored various other sources for augmentation water. There is a lack of available <br /> sellers and at a price that is comparable to alternative 4. <br /> Alternative 4—Purchase the Glassey Farm and associated water rights <br /> The Glassey Farm has shown to be the most reasonable and cost effective approach to obtaining <br /> more water rights for augmentation. <br /> The farm was historically used for flood irrigation,so many of the diversion channels are still <br /> operable.The contours of the land lend itself extremely well for the construction of the proposed <br /> recharge ponds. The water rights are priced appropriate in comparison to the historical sales data. <br /> The Fort Morgan Cannel and Water have historical water rights dating back to the late 1800's. The <br /> ditch is well managed and has the capacity to deliver the shares on a regular basis to Town. In <br /> addition,the property has a second ditch known as the Putnam Beaver Ditch running through the <br /> northern part of the property. This ditch will give the Town an opportunity to be used in the future if <br /> it able to secure water rights related to the ditch. <br /> The property is located on the outskirts of Fort Morgan. It is likely the land would be consumed by <br /> development in coming decades.The Town intends to collaborate with a third party to keep farming <br /> activity prospering on the unused areas of the farm, when water condition allow. This will help <br /> preserve the historical farming nature of the land, which is near the city limits. In addition,this will <br /> also create an area for waterfowl to gather during time of recharge. <br /> Implementation Schedule <br /> The Town desires to have designs competed by mid-April. Construction is expected in May and <br /> completion by July of 2017. The Town is hopeful operations can begin by the end of July. <br /> Page 9 of 15 <br />
