The town operates a recharge facility near Weldona and has vested rights in an augmentation <br /> station that allows it to make direct returns to the river. The Town currently owns and leases, or is in <br /> the process of acquiring,27 shares in the Weldon Valley Ditch Company(WDC). The Town is <br /> currently permitted to use 23 WVDC shares to augment its Town Wells,pursuant to the decree in <br /> Case No. 11CW131 (6 Shares) and an approved(SWSP) Substitute Water Supply Plan(17 Shares). <br /> In 2016, 100 percent of deliveries were made to recharge. In future years,the Town will most likely <br /> need to make some deliveries through the augmentation station.After augmentation water is <br /> delivered to the Kammerer Recharge Facility,a portion of it is lost to evaporation,but the rest <br /> percolates to the South Platte alluvial aquifer and is available(once it has accrued to the South <br /> Platte River)as a replacement supply. The Case No. 11CW131 augmentation plan requires the <br /> Town to replace out-of-priority depletions associated with pumping the Town Wells.As part of the <br /> augmentation plan and SWSP,the Town also maintains the historical return flows associated with <br /> its use of 23 WVDC shares. <br /> The amount of pumping allowed to the South Platte Alluvial wells is directly associated with the <br /> amount of water that is able to be augmented. The Town maintains a short-term lease with the City <br /> of Castle Rock that supplements its lack of augmentation water. <br /> Project Description <br /> The Town has entered into a purchase agreement for approximately 120 acres of land east of <br /> Wiggins, with a purchase price of 1.2 million dollars. This property is sold with 20 shares of Fort <br /> Morgan ditch water and carrier rights. The water rights have a long historical use and are a perfect <br /> match for the Town's water operations. The water along with the recharge will be used for recharge <br /> of the Town's alluvial wells. This purchase will give the Town a second augmentation source and <br /> allow for increased pumping of the towns two South Platte alluvial wells to meet current and future <br /> demand. It is estimated the 20 shares of Fort Morgan Ditch Water will yield the town between 150- <br /> 160 acre feet of consumptive use of water. The project will consist of the land purchase, <br /> construction the first of three recharge ponds (approximately 40 acres in size) on the site, and <br /> constructing the necessary improvements/controls. <br /> Page 7 of 15 <br />
