16 <br /> Private Land Operations. Obtaining the right or ability to utilize currently held private lands for <br /> groundwater recharge could take form in a variety of arrangements. Obviously, the most convenient <br /> arrangement would be for the State of Colorado to purchase any desired property needed for such facilities <br /> and receive fee title. This would allow for nearly unlimited construction and operational freedom. Another <br /> approach that may prove more palatable to landowners may be to acquire a special use easement on the <br /> desired facility `footprint'. Another arrangement would be the creation of a partnership between the private <br /> party and the State for the operation of a project to the benefit of both parties.
