Passenger traffic increased from 107,000 passengers in 1983 to a record 214,704 <br /> passengers in 1993. The number of passengers was approximately 182,700 in <br /> 2001. <br /> GOVERNMENTAL <br /> The government of La Plata County consists of a three member board of <br /> commissioners elected for four year terms. The city government is a home rule <br /> charter with a council and manager form of government. The five council members <br /> are elected to four year terms. The major governmental impact on real estate <br /> values is in the form of property taxes and planning and zoning regulations. The <br /> values assessed by La Plata County show a relationship between market value <br /> and assessment that is consistent statewide. Colorado mandates that all <br /> properties be reappraised to market value every two years. The mill levies are also <br /> typical of the rural areas of Colorado. <br /> The City of Durango has typical zoning and building regulations. While La <br /> Plata County is not zoned, it is subject to land use regulations which establish <br /> performance standards for any proposed change in use of property. The <br /> performance standards are reasonable and are designed to accommodate property <br /> compatibility without the rigidity of specific development zones. <br /> The governments of La Plata County and the City of Durango are <br /> specifically attempting to maintain the infrastructure and provide opportunities and <br /> incentives for attracting new business to the area. <br /> 40 <br />
