Legally Permissible <br /> The potential legal uses for public purposes by Colorado government <br /> entities include parking, open space, schools, fire stations, government offices, <br /> governmental assisted apartments and government warehouses. <br /> Financially Feasible <br /> New construction in the neighborhood and surrounding land uses provide <br /> indications of uses that would be financially feasible. Comparable Sale 1 was <br /> purchased for residential apartment development by a private entity. Sales 3 and <br /> 4 were purchased for lodging development by private entities. Surrounding <br /> developments include the Durango Pumping Plant on the north, warehouse, retail <br /> and offices uses to the east and south with highway frontage, and vacant land to <br /> the west owned by Colorado Parks and Wildlife. <br /> As discussed in the subsequent "Easement Valuation", the demand for <br /> parking and open space is limited. The most likely feasible uses are government <br /> offices and/or warehouses. The other legal uses also have restricted demand. In <br /> conclusion, the highest and best use for both larger parcels is office and/or <br /> warehouse development by a Colorado government entity. <br /> The following architectural conceptual plan for the proposed Animas La <br /> Plata Water Conservancy District office on Relinquishment Area #2 shows a <br /> potential legal use of the developable area. <br /> 63 <br />
