Water Plan Implementation <br /> The focus on Water activities during this period continued to be a split between activities related to <br /> Adaptive Management Plan activities(wet meadow hydrology study implementation) and maintaining <br /> momentum on on-going activities related to Water Action Plan Projects. Specific activities in each of <br /> these categories include: <br /> AMP oriented efforts include: <br /> • Assemblage of Wet Meadow peer review package completed and three person review panel <br /> approved by WAC and TAC and ready for approval by GC in March. <br /> • Development of 2014 Flow Summary Report completed with provisional data, will be revised <br /> when data finalized by USGS and NDNR. <br /> • Assessment of monitoring data for SDMF and Fall 2013 flood waters on South Platte on-going <br /> and draft of Fall 2013 Flood Hydrology report continues. <br /> • Detailed hydraulic and sediment transport analyses in Choke Point area underway jointly with <br /> Special Advisors, focus on refinement of alternatives and cost estimates for alternatives <br /> underway <br /> • Monitoring activities continuing for wet meadows at Binfield, Fox, and Morse tracts. <br /> Water Action Plan oriented efforts include: <br /> • Draft Water Action Plan update provided for review by WAC. <br /> • Significant effort expended in North Platte Choke Point permitting effort. US ACE continues to <br /> raise issues which seem to be beyond reasonable for magnitude and impact of project. <br /> • Development and posting of hydrologic conditions. <br /> • On-going discussions with surface water right holders interested in selling water yields to <br /> Program. Discussions between NPPD, DNR, and CPNRD with the Program concerning such <br /> water transfers occurring for Dawson County Canal water. <br /> • Discussions on-going with CNPPID on a variable term water leasing program and storage water <br /> leasing program. Main effort focused on short term water lease market/auction is focus of efforts. <br /> • Scoring analysis for CPNRD leased water continues in coordination with NRD staff. <br /> • Evaluation of enhanced recharge recovery project from Phelps Canal recharge using wells under <br /> investigation. <br /> • Evaluation of yields and costs associated with inclusion of Elwood recharge in lease <br /> arrangements with CNPPID continues. <br /> • Coordination with NDNR and CPNRD for development of a Water Auction for ground water <br /> leasing. <br /> • Coordination with COHYST consultants and Sponsor Group on-going to develop work plan and <br /> budget for next steps in 2015. <br /> • Attendance and participation at COHYST Workshop February 17th and 18th in Omaha, NE. <br /> • Participation in COHYST meeting February 27th in Lincoln, NE. <br /> Adaptive Management Plan Implementation <br /> Efforts during this period for AMP activities were focused on WC, and T&P data analysis, development of <br /> materials for publication and/or peer review, and planning and preparation for spring field activities. <br /> Specific activities include: <br /> • Significant effort expended in development of State of Platte Report. <br /> • Significant effort expended in responding to T&P FSM peer review comments, revision of <br /> documents, and compilation of comments and responses.
