The Upper Colorado River Wild& Scenic Stakeholder Grout($G)asked the Drafting
Committee to develop a recommendation regarding what inii dum(s) of
understanding(MOUs) would be appropriate for execution by SCP embers as we move
forward with implementation efforts under the SG Matiagernent Plan. Following is a
summary of the Drafters' recommendations:
1. Current period prior to "effective date"of Q Plan : ,,prior to issu ice of

,• One of the sks during the current pre-Plan period is for the stakeholders
to "[d]evelo =[an] MOU among SG members for [the] provisional period
of[the] Plan." [Attachment B, Section 2.J]. The provisional period MOU
is Abe executed after BLM/USFS adopt the Plan. [Attachment B, Section
3.A(2) „
• The Drafting Committee believes that a very simple MOU should be
developed for execution following the effective date of the Plan. This
MOU would be signed by entities electing to become formal members of
the SG Plan, once the Plan is approved. A draft MOU for this purpose is
attached to this memo. In preparing it,the Drafting Committee took care
to keep it as simple as possible and to avoid restating or re-characterizing
the provisions of the SG Plan.
