New Projects (including changes to existing projects undergoing federal <br /> permitting or requesting federal funding or other federal assistance) <br /> Proponents of new projects that seek federal authorization, funding <br /> or assistance may choose to rely on (i.e., "opt-in" to) this Plan as a <br /> means for proposing protection of the ORVs. New project <br /> proponents that opt-in to this Plan will agree to follow the <br /> Cooperative Measures procedures in paragraph IV.c.i. above.
