(d) Use of Windy Gap system. <br /> Depending on the circumstances, excess capacity <br /> may exist in the Windy Gap system and Granby <br /> Reservoir for the diversion and storage of water for <br /> the benefit of the ORVs. For example, in July 2008, <br /> Grand County reimbursed the Municipal Subdistrict <br /> for the pumping costs to pump 1,500 acre feet of <br /> Windy Gap water into Granby Reservoir. Pursuant to <br /> contract, the Windy Gap water was then released <br /> downstream in September for consumptive uses in <br /> the Grand Valley, benefitting in-channel resources <br /> enroute. <br /> (e) Spring peak enhancement. <br /> Spring flushing flows could be enhanced through the <br /> coordinated bypass of reservoir inflow during the <br /> spring runoff. Close coordination and cooperation <br /> with the State Engineer's Office to protect the annual <br /> fill of reservoirs would help to implement this strategy. <br /> (f) Cooperative Flow Management. <br /> Voluntary flow management programs provide a <br /> water management tool that can be used for <br /> maintaining and enhancing flow-related values within <br /> a given stream reach, while meeting downstream • <br /> demands such as those for the endangered fish <br /> species, through the collaborative operation of water <br /> facilities and other cooperative efforts. <br /> d. Tier 3 Stakeholder Group Elevation Process <br /> Any member of the Stakeholder Group may elevate an issue to the full <br /> Stakeholder Group for purposes of addressing unresolved concerns <br /> material to implementation of the Plan or to the status of the Provisional or <br /> Refined Resource Guides or ORV Indicators. Prior to elevation, that <br /> concern shall be summarized in writing, together with an explanation of <br /> any "competing views" on the issue and the efforts to date to resolve the <br /> matter among the [Subcommittee] Data pertinent to the Stakeholder <br /> Group's deliberations shall be summarized or compiled. Elevation shall <br /> be triggered by submitting a written request, accompanied by the above <br /> materials, for the Stakeholder Group to convene a meeting (or add an <br /> agenda item to a previously set meeting). The Stakeholder Group shall <br /> address such issue in accordance with its Governance protocols outlined <br /> in Section VI. <br /> Page 12 of 16 <br />
