Type of Entity: The Dolores Water Conservancy District is a water conservancy
district formed pursuant to and governed by Article 45, Title 37, C.R.S.
and located in Dolores and Montezuma Counties. The Dolores Water
Conservancy District Water Activity Enterprise is a water activity
enterprise established by the District by Resolution No. 93-02, dated
December 14, 1993, pursuant to Article 45.1, Title 37, C.R.S., which
resolution is incorporated herein by reference. The Enterprise was
formed and is operated as an enterprise within the meaning of COLO.
CONST. Art. X, Section 20 and C.R.S. § 37-45.1-101, et seq.
SECTION 2 — PROJECT DESCRIPTION
Description of PROJECT: Residents of the Town of Dove Creek, located in Dolores County, currently
use existing treated water for outside irrigation. The Borrower has been working with the Town to
provide a more cost effective raw water supply for outside irrigation. The Borrower will make
available up to 300 acre-feet of its municipal and industrial water from the Dolores Project to meet
theoutside irrigation needsof residents of the Town. The Borrower applied to the CWCB for a loan
to be used for construction of a secondary water delivery system that will includea new pumping
plant to deliver up to 2 cfs; a 5 to 10 acre-foot terminal raw water storage reservoir; 32,000 feet of
water delivery pipeline and 307 individual taps with water meters for supplying up to 10 gallons per
minute per household, hereinafter referred to as the PROJECT, at an estimated total cost of
$981,450.
Description of Feasibility Study: The CWCB has reviewed a feasibility study report on the PROJECT
entitled "Feasibility Report Dove Creek, Colorado Secondary Water Supply System," dated March
2003, updated August 2003, which is incorporated herein by reference, and, based upon the feasibility
report, the CWCB determined the PROJECT to be technically and financially feasible.
SECTION 3 — CWCB's AUTHORITY
Small Project Loan: This loan is made pursuant to the provisions of §§ 37-60-119 and 37-60-120,
C.R.S., which authorizes the CWCB to loan money for water projects for the benefit of the people of
the State, provided that the borrower assures repayment of that money.
Section 37-60-122(1)(b) C.R.S., authorizes the CWCB to make loans of up to $5,000,000 from the
CWCB's Construction Fund and the State Severance Tax Trust Fund Perpetual Base Account Fund
without prior approval from the General Assembly
SECTION 4 - BOARD APPROVAL AND LEGISLATIVE AUTHORIZATION (IF NEEDED)
At its July 2003 meeting, the CWCB approved a Small Project Loan from the Construction Fund to the
BORROWER in an amount up to $883,304 for PROJECT costs plus $8,833 for the 1% loan service
