Preparation of detailed plans and specifications ford A <br /> consulting engineering firm. <br /> 3. Approval of detailed plans and specifications by Board staff (plans and <br /> specifications for storage dams and reservoirs must also be approved by Stat <br /> Engineer's Office). <br /> 4. Board staff approval of bidding for the project. Board staff present at bid <br /> opening for construction. <br /> 5. Project sponsor may issue the notice of award and the notice to proceed wit <br /> construction to the contractor (both notices must be approved by the Board •taff <br /> before they are issued). <br /> 6. Conduct a pre-construction conference. Approval of construction schedule b, <br /> Board staff. <br /> 7. Construction commences. The Board staff makes periodic inspections durin_ <br /> construction. All change orders must be approved by the Board staff in adv:nce <br /> and before any construction on change items can commence. Emergency ite <br /> cleared by telephone. <br /> 8. The consulting engineer certifies that the project has been completed accor s ng to <br /> approved drawings and specifications and arranges for final inspection. <br /> 9.
