A DNR COLORADO "v CO 1 Colorado Water Conservation Board Department of Natural Resources 1313 Sherman Street, Room 718 Denver, CO 80203 Memorandum To: Tom Browning, Deputy Director cin From: Becky Mitchell V6\•Z Kevin Reidy Et Ben Wade Water Supply Planning Date: June 10, 2016 Subject: Water Efficiency Grant Fund Recommendation for the City of Aspen Recommendation: The Water Supply Planning staff recommends that Tom Browning, Deputy Director, approve a Water Efficiency Grant to develop Water Efficient Landscape Regulations, in the amount of $42,515 for the City of Aspen. Summary of Grant Application The City of Aspen is a covered entity a has a Water Efficiency Plan on file with the CWCB since October 2015. The City is interested in developing new water efficient landscape regulations to promote more conservation, prevent water waste a protect water quality for the residents and tourists who visit during the summer when water demand is at its peak. The City would like to update its municipal code to include more robust landscaping a irrigation system requirements and enforcement mechanisms. To lead by example, Aspen will also implement water budgets for three city parks and other irrigated areas to help guide the new landscape regulations as well as devote some public space to demonstrate xeric landscaping materials through the Garden In A Box program. Aspen will monitor a evaluate water usage in these public areas for three years after installation. The total cost of the project is $67,425. Aspen is committing 37% matching funds in the form of $12, 510 of in-kind services and $12,400 in cash. CWCB staff has reviewed and evaluated the grant application and has determined that the proposal meets or exceeds the CWCB guidelines for reviewing grant proposals.
